Request for Quotes: Janitorial Services

SPECIFICATIONS / SCOPE OF WORK

  • GENERAL INFORMATION: The 33rd District Court requires janitorial services for the Courthouse. The Courthouse consists of the entrance and main hallway; three courtrooms with jury facilities, judicial offices, and prosecutor conference rooms; a probation department consisting of six individual offices and general clerical area; the main clerical offices; a jury assembly room; and two lock-up facilities, each consisting of two cells. There are four public restrooms located off the main hallway, four employee restrooms, three restrooms in the jury rooms, and three restrooms in the judicial chambers.
  • QUALIFICATIONS OF CONTRACTOR:  Respondents will be deemed non-responsive and rejected without any further evaluation if they do not meet the following qualifications:
  1. Must have at least 4 years experience providing janitorial services for commercial or municipal customers.  Residential experience (only) is not acceptable.  Proof of experience is required in the form of three (3) commercial or municipal references.
  2. Must primarily be in the business of providing janitorial services.  Temporary-employee agencies will not be considered for this work due to security concerns.
  3. Proof of experience may be required in the form of three (3) commercial or municipal references.
  4. Must provide proof of appropriate Licensing, Insurance/Bond
  5. Must be familiar with the Centers for Disease Control and Prevention (CDC) guidance on cleaning and disinfecting facilities during the COVID-19 pandemic.
  • CONTRACTOR’S PERSONNEL
  1. Employees assigned to the 33rd District Court contract must complete and pass a background check and be fingerprinted by a local police department in order to receive the proper credentials for entering the courthouse.
  2. Employees assigned to the 33rd District Court contract must complete a Security Awareness Acknowledgment to access physically secure locations throughout the Courthouse.

  • GENERAL SERVICES

A. General Cleaning:

  1. Clean and disinfect “high-touch” surfaces, including doorknobs, light switches, countertops, desks, phones, keyboards, toilets, faucets, sinks, etc., with EPA-approved disinfectants or EPA-approved alternatives.
  2. Empty all waste containers and place trash in dumpster. Replace trash bags as needed.
  3. Clean all desks, file cabinets, tables, equipment and other office furniture.
  4. Clean all counter tops, removing hand prints, ink and other marks.
  5. Clean and polish all drinking fountains.
  6. Remove cobwebs throughout entire facility.
  7. Sweep with chemically treated dust-mop all hard flooring, and damp-mop if necessary.
  8. Vacuum all carpeted areas. Spot clean if necessary.
  9. Spot clean windows, partitions and doors.
  10. Thoroughly clean lobby area, including floors, walls, doors and tables.
  11. Turn off all designated lights, lock doors and set alarm upon leaving facility.

B. Break Room Cleaning:

  1. Wipe all tables, counters and appliance exterior surfaces with appropriate cleaning agents for stainless steel surfaces.
  2. Wet-mop the entire floor with mop designated exclusively for use in kitchen area.
  3. Refill all paper towel dispensers and soap containers.

C. Restroom Cleaning:

  1. Clean and disinfect all commodes and urinals.
  2. Clean all restroom partitions.
  3. Clean sinks and counter tops.
  4. Clean and polish all chrome and stainless steel.
  5. Clean exterior/interior of all doors.
  6. Clean all mirrors.
  7. Spot clean walls to remove smudges and marks.
  8. Refill all soap containers, paper products, toilet paper, paper towels, etc.
  9. Sweep and wet-mop all floors, with mop designated exclusively for use in restroom facilities.
